That's retarded. One decent meal outside the house burns 10% of that budget. Assuming 3 meals per day, there are roughly 90 meals a month. In other words a $30 meal uses 9 meals worth of money.

Jesus. I just bought a 2014 GMC z71 fully loaded with 20k miles. Financed 35k with 4.9 interest my payments are around 560 a month. I only made around 22k last year cause I was fresh out of college. My credit is a 774 though and I had no prior debt

These loans are regulated, dealers are not allowed to mark up the 'buy rate' from the bank more than a point or two.
Your friend wanted a vehicle and got one, despite a propensity to stiff folks who lend him money.
He's lucky they didn't call the po-lice once they saw his credit!!

It's an educated assumption based on the fact he's buying a 17k vehicle on an extended term.
Most 'Buy-here Pay-here' Cockroach huts that do in house financing won't lend that large of an amount for that long of a term.
But yes , to satisfy your need to be correct it is possible that the private dealer is the one financing the loan themselves and thus receiving the full 23% rate.
They'd also be assuming 100% of the risk too, so I don't envy them too much for that.
