This adds to the one across the river built over a decade ago.
The only reason for it to be in Dville is that there are major natural gas pipelines crossing the river there. Cheap natural gas is required for DRI. It is used to turn iron oxide (iron ore) into iron by reducing (removing) the oxide part.
This comes as Element USA is building a rare earth minerals extraction plant at Grammercy to extract them from bauxite tailings. A major part of the extraction process creates iron oxide pellets. Iron oxide is what makes that tailings have a red color
