but if they knew he had a gun the whole time, why give him so much opportunity to use it beforehand if that is all that is needed to shoot him?

I think you're missing his point. Resisting arrest with a gun on you doesn't always lead to the death of the perpetrator. There are situations where it ends much more optimally than this one.

I think they should de escalate whenever possible, but Alton has been around long enough to know you can't resist cops like that. They weren't just going to walk away, and he knew that.
He knew he had a gun, he knew he would end up in prison. He should have accepted that fate. Once he resisted, it was very likely he was going to die.
I think we should train officers differently too, but there's no way we are moving to a paradigm in which officers don't react violently to a large man resisting them who has a gun in his pocket.
