Talked with my uncle today who is in the national guard and asked him the same thing
Apparently their rules of engagement are completely different... He was stationed in NOLA and was in charge of a division and they were basically told to patrol with their M4s WITHOUT the magazines in them... Same thing for their sidearm 9mm's...
He told his guys to ignore those orders and stay safe, can't blame him
