Even though i was a bigger fan of Bret Hart, I would give the nod to HBK. He's been a participant in some of the most epic matches ever.

Hell in the Cell vs Undertaker 1997
WM 25 an 26 vs Undertaker
WM 11 Iron Man match vs Bret Hart
I will add that Undertaker doesn't get enough credit for his in ring skills and his development of new moves late in his career. He started out as a zombie like character plodding around the ring choking guys and landing a few hay makers before putting them away with the Tombstone. He would go on to add the Last Ride and Hell's Gate, a submission, to his arsenal. For a big guy he had ridiculous athleticism. Great agility and quickness that helped him keep pace with smaller guys that usually had to slow themselves down against bigger opponents.

I would throw Ricky Morton’s name in the hat (after Flair and Steamboat). In ring work by selling and getting the crowd behind him. The rock and roll express drew at a main event level at both Mid South and NWA/Crockett.

If you are looking at the total package - wrestling, mic, promo, selling, carrying, etc I think it has to be HBK.
Others were better at certain skills but the top overall package is him.

In ring? Mitsuhara Misawa..Kenta Kobashi..Toshiaka Kawada all come to mind if we expand the debate to Japan..on the American circuit..Daniel Bryan, Shawn Michaels..Flair..Bret Hart..honestly AJ Styles could add himself to the list when all is said and done.
