I'm failing to see where the OPs land is draining on poor guy. He said it all drains to front of property. Also poor guy created the drain onto OPs peoperty in the past. Sounds to me like OP is good here

I need a MS Paint plan and section view for further determination.

The neighbor will probably never be satisfied, but you should put a lot of effort and money, if you can afford it, to try and make him happy, if for no other reason, to make you wife feel better. Happy wife happy life. Anyone who says different has never been married or is headed for a divorce. There are unlimited ways a crazed neighbor can ruin your life, so that you end up moving.

I had this issue 2 years ago when I built. Neighbors used the empty lot for years to drain all rain and roof runoff and even back wash their pool.They even ran pvc pipe underground at some point to back wash pool and the end of the pipe was half way down the property line but a foot onto my side. Needless to say it was an issue which involved city officials. I did put a chainwall with a fence and drainage for my property. He was screwed as his pool drainage was destroyed when I set my fence post and also he was now responsible for his own drainage.

My property is 4" higher than all my neighbors. But when we get a foot of water nobody can tell who has the higher ground it's all the same under water.

Not saying this to F with you but I’m telling you from experience is a 100% chance you are going to get sued. 100%. Make sure your builder dotted all the I’s and crossed all the T’s on the permitting. What parish are you in?

Sorry to tell OP you are responsible. If his yard was draining before your improvements to to your yard and now it doesn't, you have changed the drainage patterns without consideration. You should be responsible to make sure sheet flow is captured and routed out. If he can prove in court, you will be responsible.

I’m pretty sure we’re just talking about rainwater here. I think he’s within the confines of a municipal sewer system.

If yours drains to the front and I'm assuming the sides are lower, why can't a catch basin, bilge pump, route down the side of your yard (underground pipe) setup be worked out? Get the developer back to fix it.

You we will need to do something because good luck with the upcoming hell from your MIL and wife.

Dude, for your own future peace of mind and home, help your neighbor.

Also, it's Biblical: love your neighbor as yourself.

Edited to add: your MIL isn't going to let you put up a fence if she's ambulatory. She's going to want to walk across the adjoining backyards to go have coffee with her friends. Woe unto you if she has to swim to get some caffeine.

There’s specific rules and regulations regarding when you have to put it a retaining wall I believe. I had this same issue with a neighbor at one point and I remember my builder stating a specific number and how would didn’t come close to raising the grade to that level. I communicated this message to the neighbor and she never brought it up again.

Why did you give this crazy neighbor your cell number? Just block her number from now on.

Sounds like it is to me. You cant plop a mountain of dirt somewhere and flood someone elses property because of it. Happens all the time though, it's a big reason 2016 got into so many houses.

If I am not mistaken you can't block the natural flow of water so your neighbor has a case IF he wants to sue!

If I were you I would work something out with him and cut a shallow drain on your property.

OP, I am dealing with something like this on undeveloped land. People bought some land next to mine, cleared it and is in the process of building a house. Problem, their lot is were all water drained to. It was a slew bottom. Well they haul in a shite load of dirt, blocking the natural drainage. Been in a pissing contest with this guy from day one due to the fact when they brought in heavy equipment, they drove over onto my place and ripped up my ditch curvet and driveway not once, but a bunch of times even after I told them to stay out. I had to call the cops to get him to replace my curvet. After that, I dug a ditch on the line and haul in more dirt, blocked my driveway.

I know the guy and had a bad time with him years ago. Complete a-hole. He took on my insurance company back then and I had a claim to make that someone ran into me. He just didn't want to help. I was like WTF? Cost me extra money do to the fact I had to lawyer up. Moved my insurance after that.

I predict your drainage issues will be at the bottom of your problem list a month after moving in. Good luck and keep us posted.
