That's a Newsboy Hat
Except it's not, it's a regular old Ivy flat cap or driving cap. Newsboy's have the button on top.

Dear Sport,
I highly recommend Wigens. I’ve been wearing one in the winter for the past ten years. I get nothing but compliments for it. Hope you join the club.
Friendly,

What is the name of that kind of hat? Is it “ driving hat”? We always called them “ “cocksucker caps.”

Newsboys usually have 8 panels sewn together, as well.

Bald dudes get this hat and then grow beards to complete the scenario!
Going bald has me seriously considering getting one for winter. You'd be surprised how cold the top of your head gets once the hair is gone. Seems like a more practical purchase than Costa or Yeti hats or whatever is cool at the moment with the majority of saltwater livin' OT baws.

It is a Tam O Shanter hat. Tam for short. I have a couple but only wear them if it is raining and I am dressed up nice to go out to dinner. Worn one maybe 4 times in my life. They are comfortable.

This is one of those things that you can only start wearing if you’re in a situation where you’re starting over. Maybe you move to a new city or something and have to get new friends. But you can’t just show up one day wearing something like this without looking like a tool. Everybody is just thinking “is this going to be a thing now?”

A Tam O'Shanter has a big poofy ball on top, and is usually made from tartan-patterned cloth.
That said, I think this hat is just called a "flat cap." I said it was a "paperboy hat," but as others have pointed out those tend to be paneled and have a button up top.
Finally, before you buy this, please ponder whether you want to look like Dennis Gage:
