why not let the man tie into your fence? Are the 2 pickets it will take to fill in eight inches of space going to cause you this much emotional duress?
If he decides to build a totally new fence on his property line, you now have an 8" deadzone that you'll basically be unable to maintain.

I just came back from my 30 day hitch and my wife told me the little **** next door keeps sending her dick picks of his little 2 inch pecker she told him to stay the hell away from her but he keeps trying to come over.

You cant let them use your fence at all. I think i would pour concrete along your property line at the corners, maybe one bag, so some at each end. Gravel the rest so deep nothing grows. Eliminates upkeep.
Prevents tie in at ends of property.
Deal with tease separately from tie in. No element of his stuff on your land. 0. None.
