I had planned on using gravel in the dead space, but I was thinking about pouring it between the fences after he finally builds his. Is there a reason to do it before?
Also, does anybody have any experience with permits in Livingston Parish? Would a hole drilled in both fences be considered commercial?

Who puts a fence 8 inches into their own property? I don't get it. What if the neighbors don't want a fence? No solution to your potential problems. They can still kick balls against your fence.
