Looks like lower Wacker. How would a motorist know that there's a mob waiting to attack you around the bend? Once you are down there, you are stuck until you find an exit. You don't even get cell reception there most of the time.

Looks like it, yeah. Nothing you can even do in that situation, and it's bumper-to-bumper traffic.
It's pretty stupid to protest down there, since it's an enclosed space and you're just huffing car exhaust.
