I worked for a private company that owned 170+ hotels. All the properties had different flagships like Marriott, Hilton, Westin, and so on. The branding had to do with different deals and property locations. Some of the properties changed branding multiple times due to contract issues.
Rebranding is a pretty simple process.

But it's a bad business decision to turn away feds when your franchise has a jillion dollar contract with the federal government.

That would be a little different since that is actually illegal. This franchise was being stupid but wasn't breaking any laws.

Maybe, but that's their problem. What I don't get is why a vocal minority get so worked up about a business decisions that may be stupid but not a public problem. If you hate Hilton or any other company just don't use them.

But that’s assuming another brand is willing to give them a franchise license. How many of the rebrands you dealt with were rebranding because the hotel had their franchise pulled because the operator did something stupid that blew up into a major PR nightmare that made national news?
