He was probably dipping and bobbing his head to clear his goggles or otherwise making movements in the water that resembled a seal. I'm guessing he was diving for abalone because there aren't really any other mollusks in that region of the pacific. Ab divers are probably more likely to attract the attention of a shark since they have to surface frequently for air and then dive down again, much like a seal.
