deeper than the frost line. Chicago services are deeper than 42". but sometimes you get lucky and drill through one at 30".

Cause you don't run water lines in attics, even insulated. Water falls downhill.

Idk but my house is on a slab, everything freezes up here, never my water pipes, not even a issue, I guess it’s the insulation.

Water departments there, in all seasons but summer, heat, then pipe nothing but hot water. Most homes receive the hot water and then cool it. They don't utilize water heaters. It's just a climate zone thing.

The unfinished part of my basement is hot as hell. I also turn off the water to the outside faucets at the beginning of december

Foundations and waterlines are mandated to be below frost depth. In many places that is 42” below ground minimum. At that depth the earths heat keeps the ground from freezing.

Every house I've ever owned in South (Alabama,Georgia & Florida) All have lines running through the basement or crawl space..
I'm assuming homes all over the country
do the same.
