Live trap then drive it to a shelter in Nashville.

and how would that work, exactly?
Capture it and take it to the pound?
you are using the laser pointer which cats love and attack on their vehicle to scratch the owner's vehicle. that'll teach the owner the lesson of allowing their own damn cats to jump on vehicles at night.

Though kudos for using the word dingbat, very underrated insult.

.22 LR ought to do the trick.
In all seriousness, feral cats are hell on the native animal populations and problematic for pets.

trap it and "relocate" it.

You might want to offer your services to OP.

Sleep in it every night with a gun

This speaks of experience. How big was the CBK trap? At least he is relocated now.

True story but they never caught me.

Chain your pit bull to your bumper at night

as a cat owner (indoor cat), a few observations.
aluminum foil, citrus, pfft. Our cat laughs at these. don't know about cinnamon.
never noticed scratches on paint on our cars. his claws aren't that hard.

Fine the owner... again, and again, until it takes.
How do you prove who owns the cat? Most cat owners keep their cats inside.
If it is roaming the neighborhood at night it is a stray or strays (outdoor cats fed by cat ladies)
Coyotes will get it soon.

The OP seems to know it's his neighbor's cat.
Otherwise, trap and relocate the critter.
