To be fair, this survey only measures the top educated. Parishes like EBR, Orleans, etc. are going to have extremes because they are metro areas.

I’m not sure if 30% of your population having a college degree outweighs 50% being at the bottom of the IQ spectrum.

Do explain why what I said doesn’t make sense. I’ll wait. Because house pads two feet, 11” high are not going to prevent Amite river flooding and the ones three feet high or higher won’t make it any worse when 30” of rain comes down in three days. If the water comes over a three feet high house pad, the flooding is caused by the river, not runoff from a flash flood. You’re also not going to solve a single flooding problem by stopping development if you continue to sit on your hands while nearly every single ditch, canal, and river in the parish is clogged with litter, dirt, and the culverts are three sizes too small for the ditch size. It’s not a one-solution problem but the parish cums all over itself at the thought of stopping development. Because yea, that’ll stop flooding. Problem is the runoff caused by development HAS NOWHERE TO GO because everything is clogged.

So the problem has to be one or the other and can't be a little bit of both?

Im all for capitalism, but you can't say that new development doesn't impact drainage (and flooding).

Find an empty space in your house and go pour a bunch of water there.. See what happens, dry it up then build a big lego city in that area then go pour the same amount of water on it. Each building or home that is built is an area where water will not be absorbed. It will have less area and that means more water in less area. But yeah, the problem is just the ditches not being cleaned.
