Well if a Russian plane is only 15 minutes away from LA, we have bigger issues.

The Russians have the KH-102 air launched cruise missile with an unclassified range of 4,500KM (roughly 2,430 nautical miles). So, they would have long since fired this missile and it likely would have already hit its target by then.

The odds of getting a true nuclear explosion from a jet crashing with nukes onboard are zero, even if it were already armed. Can't go into detail here, but trust me when I say that's not how nukes work.

Why? At the speeds aircraft fly, that's roughly 100 nautical miles away which is well outside of US territorial waters. They fly that close all the time and we fly that close to them too.

No fighter jet is flying from Russia to SoCal, so the only plausible scenario is Russia has a carrier off the US coast. With max fuel (not accounting for the heavy nuclear weapon) a MiG-29 has a range of just under 800 miles.
So to recap my original point, if a Russian Aircraft carrier is less than 1,000 miles of the Western seaboard, and then what we believe to a nuclear armed Russian fighter is now less than 100 miles away, we have bigger issues.
Edit: The 35 can fly ~1500 miles and cruise.

This almost exact scenario played out on designated survivor on Netflix's. The US hacked the auto pilot and turned the plan around and it went down in the pacific.
