How are they deporting individuals without first arresting them?

I think you are conflating an arrest and detainment. Overwhelming majority of deportations are not arrested, since the deportation is a civil matter. An arrest can precede a deportation but is not the prerequisite.

I'd probably want verification from DHS on this. The report is hearsay being reported by NTD News which is an arm of disaffected Chinese types. DHS is not reporting those numbers officially

Not really, it is a real tweet by the field office's account. The person quoting the New Orleans field office official tweet is just misrepresenting the data as only pertaining to the city of New Orleans, not understanding that office handles multiple states. Fine to be skeptical of the numbers they are giving without links to the official tables, but it is by no means hearsay when it comes directly from the field office's mouth.

I'll buy regional, but 11,000 out of the New Orleans metro would have created real chaos since there were not all that many arrests. From what I hear, DHS/ ICE was disappointed in the haul here despite what they might say.

They expected arrests somewhere close to 1200 arrests maybe they got 400 -500
