I don't know the details but this is probably due to reflex testing. You get a result that demands further testing etc. They probably did not get blanket approval from the medical docs to do this, which they should have. Or they were just committing fraud. idk. I'll let the courts decide this one.

So much of Bill Jefferson's stuff had very little to do with non profits. If you wanted to play you had to pay.
Want that Federal contract at Naval Support....maybe if you contributed to his freezer fund things go well.
Want to get in on the contract to provide food to New Orleans Public Schools.......Bill needs to eat too.
This stuff in Minnesota and in the other 49 states is almost a free for all with very few public officials in on the take....because it's more influenced by the Federal bureaucracy.
Almost like this, " Hey I want to scam you, but I want to make it look legit"
State says, the Feds have thi program that encourages precisely what you want. Her are the forms, fill them out.... We basically handle the paperwork and hand out the check.
You almost ask, " Do you need anything? What's your need?"
You freak, when they look at you and they say with a straight face, "Nothing, I'm doing my job"

This is why I get so angry when tax increases are proposed…. These corrupt assholes are terrible stewards of the money they already get.
