I'd say re-opening casinos but still not letting bars open was a pretty big one. It's so glaring to see that was purely due to who his donors are.

Well he didn't give any actual details. So we don't know if any of this is true, and to what level.
And if he is just moving to some modified version of Phase 2, which we aren't even in now, is it really Phase 3?
