Edwards' Phase 3 order is more restrictive than the White House's Opening Up America America guidelines.

General
The Opening Up America Again guidelines do not mention a mask mandate under any phase, but Edwards said the mask mandate will stay in place
For Phase 2, the White House guidelines recommended a 50-person crowd size limitation. The guidelines do not have a recommendation for crowd size under Phase 3, but recommends low-risk people spend as little time as possible in crowded areas.
Vulnerable populations can resume social interaction, but should practice physical distancing.
The Opening Up America Again guidelines say workplaces can have unrestricted return to workspaces in Phase 3. Under Phase 2, the guidelines recommended businesses use telework, close common spaces, and make special accommodations for vulnerable workers.

Edwards said information on the status of bars will be announced Friday.

Meh, whatever he does, the media and all their minions skyscream about it. Look at the China travel ban back in January.
And when it comes down to it, I don't think fedgov should be making mandates for the whole country. Each state is too diverse from one another for any effective catch all policy to exist.
