Needs something to give them direction. Something to give them purpose. Something to give them hope.
Giving them some Biden bucks serves none of that.
The drugs have to get off the streets and these people can begin a turn towards the better.

All true. Money just fuels the habit even more. Make them work so they don't have the time to chase drugs.
