I think all DMVs require you to go int, take and pass the written test, then schedule your skills test, which requires a registered bike with insurance.
In other words, it is a multi-step process that can no longer be accomplished in one day, and in large parishes, can take month or more to take road test.

A few months ago i bought my bike, after we did the paperwork i called my insurance guy, got the insurance done over the phone, they faxed over proof of insurance to the dealer, left there to get the inspection sticker. Told him i was on my way to get my endorsement, he gave me the sticker no problem, went take the written test, and they passed me on the skills test cause i rode the bike there, all completed in about 3 hours.
