They want the kids to fall behind in math. They want the whole populous to fall behind and become dependent.

Asian and Indian kids seem to do just fine. So is it really racist? Or is there perhaps something else at play here with a specific demographic of the US population?

It's the dumb baws that are bigger giving the smart kids a hard time. If there isn't another smart big kid to out him in his place you have a whole class of kids that think power comes from size. That should change. We should teach that real power comes from intelligence and strategery. This should begin in about 3rd grade. Kill your opponents with math and strategy.
