Not sure you could be more full of crap. "Account for their meal"? How do you seriously think the government operates? By tracking three guys dinner? Ummm NO!
First of all, they only get Per Diem if they are 60 miles or more from home. What do you bet they are from here and paying for their own meal?

You are right in the sense that they get a per diem, but wrong on paperwork. They can spend or not spend their per diem. If this guy buys them a meal, they don't have to claim it because it's less than 20 bucks.
