Yes if hundreds of other people are doing something then i assume it is custom. Just like when you go to a college football game and people are parked all over in places that would never be legal on a normal day. Totally reasonable to assume the same for a massive parade during Mardi Gras

Just pay it dude, it's not worth having that worry hanging over you every day. How much is a parking ticket these days anyway, like 25-50 bucks?

If you don't pay it you will absolutely create much worse problems for yourself, even if it's 5 years down the road when you get pulled over for something else. Don't be stupid

We got a parking ticket in NOLA back about 25 years ago. Parked in the grass somewhere and slept in the truck. Cop didn't bother waking us, just left the ticket. Never paid it.
