Apparently it's open. The Advocate Article

This will make it so much easier to get to I-10 from the Shenandoah area without having to deal with Siegen or Highland.

It’s great for anyone who lives off highland between Seigen and CCL. No longer have to wait in the afternoons in the long lines on highland exit. Now just put the roundabout at Pecue/Highland (or a light).

It’s going to get painful for a while. They decided to install traffic lights instead of a roundabout (I’m extremely disappointed on that decision). Saw an article yesterday that the light installation is scheduled to begin in the beginning of 2027.

I saw yesterday that traffic was backed up going west on Highland and Perkins (roads and not the intersection of them) after the exit ramps were open. That’s all the people getting off at the new exit and going West. The lights at Highland/Seigan and Perkins/Seigan aren’t set for that amount of traffic in that amount of time going West.
The Highland/Perkins intersection was noticeably lighter with traffic.
Highland and Pecu was not stacked up because most take a right onto Highland. Hence the traffic going West on Highland. Same with Perkins and Pecu.

There’s always heavy traffic going in either direction on highland between 4:00-5:00. People will be testing out those new exits initially before deciding if they are worth using instead of highland or Seigen exits. I think it’ll flatten out over time. Wife used the new exit coming from Essen after work yesterday to go left on Highland and loved it.

The newer neighborhood right there (Valhalla) all went to the meeting and spoke out against the roundabout. So now there will be a light. It’s dumb because it will stop traffic on both Pecue and Highland instead of letting it flow.

The opening yesterday was unexpected. Just last week they said it wasn’t opening until March. They haven’t coordinated all the light cycles yet and a lot of people didn’t even know it was opening. It’s going to be a shitshow for a few weeks.

Yeah, why would they open it when it’s all ready to go and running smoothly? That would be absurd

Hasn't that neighborhood only been there like 10-15 years? That's not very long compared to the rest of that area's residents. frick them.
ETA: It's going to make it a disaster for people turning left onto Highland from Pecue.

A roundabout there would’ve been tough. Valhalla entrance is too close to the road (along with the pond) would’ve been a nightmare to re-do, the large ditch north of highland is a big water catcher during heavy rains, the driveway to the house on the corner- logistically it would’ve been a nightmare. The key with the light is that it must have a quick cycle to keep highland flowing.

They almost need to 4-lane Pecue between Highland and Perkins, but not sure how that can be done with what you mentioned about the ditch and residential roads.
