I think that is definitely a causing factor in regards to why the depts don't work together. No one makes them do so. And there are no penalties for when they don't.

I once was told it would take up to 8 months to get a property tax refund (homestead exemption wasn't properly applied). It took 6 months and had to go through three different layers of City Hall.

It's very difficult to believe that anyone working in business, engineering, or government in the past 20 or so years has never heard the term "silos" especially when used in conjunction with "leveraging resources".
