9/11 was an outlier and you can't really use it when factoring average LODDs per year. I got into the fire service in the summer of 2001. For as long as I can remember, there's been an average of about 100/year with the exception of 2001.

Firefighters should be privatized anyway, cops need their role greatly reduced and many police functions can be privatized.

Firefighters will rob you blind if you have a little smoke in your house. They don't wear those big jackets for nothing, you know. Better try and save what you can before the firefighters take your jewelry.
