I would say if you have to be decently close to Portland I would say Lake Oswego.

Scappoose. Lived there for about 5 years in the 90s. It was a quiet town about 35 minutes from Portland. We really liked it there.

Grew up in Portland but haven't lived there in well over a decade.
I would look at Lake Oswego. Very nice area with a nice little downtown area. Not sprawl like Beaverton or Hillsboro, but will be a bit more expensive.
Basically as long as you don't live in downtown, anything in on the West Side will be nice and extremely safe.
Vancouver WA is much better now too and no income tax. Can shop across the river in Oregon with no sales tax. The big negative is the traffic on the bridge can be horrendous.

This is correct. It’s been a decade since I was there but some of my family is still there in Tigard and Beaverton. They’re moving to Wilsonville and I forget the other places name but it’s west on the hilly side too.
Tigard, Tualitin, Newberg, Beaverton have all been taken over by mostly illegals and the white meth heads that have always been there have increased since they pop out kids like the welfare folks we have here. Plus the welfare there is insane and super easy to get so many are on it.

I looked up the USCG address and I think Vancouver is still the best bet.

Lake Oswego traffic would be exactly the same and they’ll pay more to live. It’s ridiculous coming from the south, west, or north.
It all depends on their schedule but one thing for sure is their paycheck will be bigger in Vancouver.
