I don't like Jindal as much as the next guy but this is simply not true. It's been rejected because its not guaranteed money by the feds year after year and the state will have full fund when the feds decrease the money.
Sure they pay 90% now but there is no guarantee they will even pay 50% in 5 years. Medicaid expansion is a short-term fix at best. If the administration really wanted to allow states to take this money they could waive the "once you're in you're in clause"

The way our state is structured, we are state spending heavy, compared to other states. What other states handle on the local level, we handle on the state level. Combine that with the fact that our state government, even considering how we fund things at the state level that should be local level items, our state government is still too large - we have too many universities, etc.
Take the inventory tax / credit scheme. It's basically a 400 million transfer each year from state money to local money.

I don't blame Jindal for the problem. I blame him for the continuation of the problem. The essence of leadership is seeing a problem and moving to fix it. If he fails, so be it, but if the Constitution is the problem, then he should call for a constitutional convention and have at it.

O/g prices dropped. It is has been said baton rouge has one of the top 10 $ producing refineries worldwide in exxon in br. When oil prices plummet, LA tax revenue drops too.
But we give a lot of superfluous money away to the film industry and subsidizing a college kid's education via TOPS, that most parents could afford. If not tell those shits they can join the military, like I did to obtain a free or subsidized education.

frick that. TOPS is one of the few things this state does right, something to be proud of. Something that helps the middle class and everyone. Adjust the academic requirements if necessary but otherwise leave it alone. There's plenty other things that could be done instead. Close/merge universities, legalize and tax marijuana, stop losing money for 'Hollywood South' etc

I got TOPS and my parents make plenty of money. They are about to send my sister to a school that costs $60k/yr, but I went to LSU for free.....until I lost TOPS b/c of grades after my first year.
It is hard to work with because it is also an incentive to keep kids in the state, but a lot of people don't need it. Yeah you can raise the standards, but I might have still gone to school for free

As for la budgets and school budget it's always been that way. Of course you could copy Texas and.let universities set their own tuition rate to cover their expenses with no legislative oversight.

Unfortunately, I believe this is true of the majority in this state. There are quite a few knowledgable folks on this site but as a whole we are in bad shape. This alone will probably keep LA from ever achieving its potential. Pains me to say it, but the truth hurts sometimes.
I heard a local influential person in BR make some questionable comments last year. The conversation was about balancing the budget and specifically addressing the constitutional convention and the budget process. The comment went something like this: if we start taking their dedicated money they're going to want to take ours in return. That about sums it up for this area.
Just like everyone has already stated, the budget process is broken when the two main areas to trim are healthcare and education. Couple that with the ridiculous amount of dedicated taxes and you start to see the picture. Go do some research and see some of the groups and organizations getting money to keep their "non-profits" alive. It's just plain dumb and they're perpetuated by the politicians and the general population that elect them who either don't care, don't understand or want to keep things the same for their personal benefit.

What's the deal with toll roads in TX? I'm not up to speed with the problem.
I used a toll road in Atlanta for quite a while and it was heavily traveled but that's the only one I'm familiar with. Toll was removed on it a yr or so ago as planned. Seemed to work fine there.

IMO Jindal avoided the tough moves because a national race was his end goal. He had plenty of support to make changes that were needed so this problem wouldn't arise, but he backed down because he has no back bone.
