It is commonly referred to as a lift plan and the detail included would be swing radius, weight of total lift, angle of lift, and any hazards which may be present.

I'm certainly no lawyer and the City's power may trump all else here, but authorities other than the City have halted projects when there's a question as to appropriate license or permit.
It's too obvious to have not already been researched, but I'm just saying....

Dude, there are countless examples of cranes killing people across the world I could link, with people that are far more qualified than the mickey mouse operation that's going on tonight. There's plenty more examples I can choose from- recently- where people are killed because of stupid bosses and even more stupid personnel.

Legally speaking in Louisiana I have no idea. That should not be mistaken for thinking that one should not be used. There's a million things I can think of that could go wrong with this.
1)Hitting electrified wires
2)Cables snapping
3)Crane tipping due to many things (wind, unstable load, unsuitable load...) Which can either cause it to injure, kill, or destroy adjacent properties
4)Soil giving way or concrete breaking and then a stability failure in the area
5)Undermining adjacent buildings
6)Statue falling due to poor rigging
There's a lot more too. I am sure the operator has thought of all of these, and is qualified to structurally analyze all of this, right?

The annualized pace of shootings in New Orleans, 2010 to 2017. One of these things is not like the others. Notice the uptick in violence since the monuments started being taken down by Landrieu.

No doubt a ton of shite could go wrong. They won't engineer their way out of it though. They know how much about it weighs and probably have a good idea of it is attached.
If there is faulty ground then yes. But in New Orleans that is true no matter what.
