The answer to your second question is no, MA is a "duty to retreat" state. However, you are able to get a CCL in MA.
To answer your first question, I'm not sure if they're talking about downtown Waltham or actual downtown Boston. I work downtown and this is the first I've heard of this being an issue. That's not saying it hasn't happened in downtown Boston, but it's not something I've ever heard mentioned before.

Yeh, after I typed that it occurred to me that it could have been downtown Waltham and not Boston, even still though I would think those Irish goons would be out drinking all night in any Boston suburb.
