No idea if that's the case, but it does seem to be at least part of it based on anecdotal evidence. If the justice system doesn't treat people differently based on race, the media definitely does. The hysteria over the Rittenhouse case still blows my mind.
You need a carrot and the stick to reform a repeat criminal and allow for a safe, advanced society to even exist. Fiscal conservatives always remove the carrot by nixing detox, rehab, and social services funding. Progressives always remove the stick by not enforcing the laws and in some cases even de-funding the fricking police. They are both wrong IMO, but in this case the progressives are EXTREMELY wrong.

What exactly is the motivation to be a white cop in a black district? The great pay? Outstanding benefits? Generous leave?
Because outside of all of that, the people hate you, the criminals hate you, the politicians hate you and the DAs hate you.
