The police dont want to frick with it. They are more worried about brake tag roadblock inspections on the interstates.

They are usually going back home after working here a few years when you see the In Tow vehicles. Mexico only allows them to bring in older trucks and vans. Vehicles, clothes, and electronics are more expensive in Mexico than the US. They do not want a bunch of cheaper products entering their marketplace so they can keep the prices high.

You Can Call Immigration All You Want But They Won't Come Get them. It's a waste of time. They tell you to just release them.
