The Mayor, City of New Orleans and everyone else involved in these process should be shamed publicly for allowing the family members of the ones recovered to go through that shite for that long.
Hope everyone of those families sue the frick out of EVERYONE involved.

I'm no fan of Latoya.
But, ultimately, the responsibility goes on the general contractor, the subs, the engineers, etc.
It was their plans/construction that failed. It was their employees/subs that were trapped. They have ultimate responsibility for this.
Could Latoya / the city have done more to push them? Sure... but why would they need to be pushed in the first place? It's their mess... they broke the eggs... they should have done the right thing and cleaned it up quickly.
Look, a friend of mine owns one of the sub companies on the job. They had a couple of people hurt in the collapse, no one too badly, no one died from their company. I can promise you, if it was one of her guys in there, she would have been screaming on a daily basis to get her guy out, and would have done anything and said anything to push the GC and whomever else needed to be pushed.
As far as the inspections, yes they were a joke, and that's a problem, but an inspection finds problems. An inspection doesn't cause problems. The problems were caused, again, by crappy engineering / crappy construction.
Don't allow your hatred of the mayor to deflect the vast majority of blame away from who it correctly belongs.

We don't celebrate successes as much as we should, but if we did, it would be the engineers and construction companies.

The Nola situation has obviously been handled very poorly but it's a huge difference. In NYC you had basically unlimited resources. They shut down the whole area and spent over $5 billion just on debris removal. And everything was a pile of rubble. In nola, you have a structure that is still upright (mostly) 12+ stories and very little room around it to work. I also imagine much of the delay has been in who is responsible for footing the bill.

Like all safety incidents, there are several issues that have to line up for an incident to occur. The fact that the inspectors should be redundant does not change the fact that they were negligent/absent... they are culpable too.
Probably this is tip of the iceberg as far as inspectors fricking off... but if all goes as planned, there’s no major incident to draw scrutiny.
