Well, the effect of that has been a positive one with less smoking than ever. Of course that was not the only approach instituted...it was multipronged and it's worked.

I'm not saying sin taxes have not had a positive effect, but we are only a few decades removed from discovering the horrific health effects of smoking. I think that has contributed to the overall decrease more than anything else.

Foreign SKS or AKs are dirt cheap.
The gun trade will become like the drug trade. There are people hoarding AR parts right now. 3D printing will help quite a bit as well.

The constitution was written to limit government actions on the people. It does not grant rights

The constitution was put in place to prevent the government from infringing on rights the framers thought to be essential to a free democracy. Making a right more difficult to exercise falls well within the definition of infringement.

Depending on which constitutional interpretation theory you subscribe to (I suspect you're not exactly certain what that means), "arms" within the meaning of the second amendment includes arms necessary to fight an oppressive government.
