The problem here is that guy feels free to act the way he is acting and insult people freely because he doesn't think violence is an option. Violence is always an option and when people know that they tend to respect others or at least act as if they do.

Thankfully I grew up when a lot of WWII vets were still running the show, in law enforcement, on the bench, prosecutors, the post office, and on and on.
This guy would have toted an arse whipping by someone and the sheriff, the police chief, the DA, and if it got that far, the judge, would have found no reason to charge or find guilty the patriot who whipped his arse.
As a lot of old timers used to say, "some people just need killing".
