That chick is the living, breathing embodiment of narcissism. She realizes she has a spending problem, but only in that giggly "it's a fun quirk" kind of way. She doesn't care that it causes problems because the spending makes her feel good and that's all that's important to her.
She all but said the actual words that she needs him to be the man of the house by holding her accountable. That accountability is to not only take the credit cards and cut them up, but chew her arse out for this continued selfish, juvenile behavior. He doesn't want to do that so he allows her to use whatever "it's not just me" bullshite excuse to completely block him from ever manning up. He's so bad at it that he lets her manage their finances.
A relationship is a responsibility. That responsibility is met by BOTH parties communicating and holding themselves accountable (yourself first, the other party second).
Her failure is being so flighty that she depends on someone else to keep her to any level of responsibility. In an ideal world she would be adult enough to check herself, but it's apparently not an ideal world so he needs to step up. His failure is that he doesn't want to have to step up and be man enough to hold her accountable (which may include divorce).
Also, it's likely she's entertaining side-dick. She's hyper-focused on her looks and married women so hyper-focused on their looks to that level generally are doing so to attract attention from males aside from their husband.
