Well a coworker lost his earbud and tried to find it using there where is my phone type app and it showed it being near Ghana

Same my phone always puts me in Dallas. I think I looked for a fix at one point and didn’t come up with anything. It can be annoying sometimes but most of the time I just have to rehit like “update current location” or whatever option depending on app

Once, we set my wife's car GPS for Sam's Club in Fort Worth. It took us to a seedy residential area and announced, "You have arrived at your destination."

This isn't very hard. It's not your phone, it's the websites. They use the IP address from you device to determine your position, not GPS. You wireless carrier's I{ address is out of those cities you name. So it defaults you there.

IPs for cell phone network data in Baton Rouge seems to route through Dallas for whatever reason.

Interesting, thank you for a reasonable explanation. So if I change my IP to a local address it likely won’t do that anymore?
