A strong case for bringing back mental institutions instead of forcing society to deal with these and other mentally disabled people.

What I mean it it’s almost impossible for that person to stop. Ask me how I know this because I cut over real quick right before a red light. Brother comes flying up behind me and tags my bumper pretty good. I felt bad initially, but then he decided to run so I gave chase. I couldn’t catch up to him to get his license plate. My insurance never went up so that was cool.
