I am sure it could happen in certain situations such as water spouts. Not sure if it would evaporate and get dumped by regular storm clouds though.

The water in rain bans are pulled from evaporation at a higher level, early in the storm's life. Also, the circulation around a hurricane is much larger than the size of the oil slick.

You heard him say it. Unbelievable. I agree... I don't believe it. More likely someone put some oil on the ground.

it would have to be tarballs picked up in updrafts and deposited inland, similar to raining fish or frogs.

it's not impossible but it's also unlikely

Uh I am pretty sure the answer is no. The crude is a mixture of components that volatilize at different quantities based on....awww hell nevermind there is no way I am going to be able to explain this to you.

When I first saw that comic, I laughed at its absurdity; now with hurricane season started, it's scary how many people seem to believe this exact scenario minus the Carville sighting.

Has it ever rained frogs?
Grasshoppers?
Where did they come from?
Yes, it's possible.

Are you trying to say that frogs and grasshoppers evaporated???

These very very rare occurences are most likely caused by tornadoes/waterspouts. And it's not like yards were filling up with frogs.
