I live in Texas and have land in Louisiana my family owns (been hunting it all my life). I think I pay $300.00 a year for out of state to hunt my own land

Just renewed mine, big ouch but it's still cheaper than a lease and way better hunting than south Louisiana public land.

Well, as a person born and raised in Louisiana and have hunted there for the first 20 years of my life if management practices were instituted and followed then there wouldn't be much of a need to go out of state to have a successful hunting season. As a nine year old we were part of a camp in Arcadia and there was a guy that for his 6th deer of the year shot a button buck that was so young the nuts had barely dropped. And the guy didn't even eat deer meat.
This is the scenario that plays out all the time in Louisiana. If the mentality of if its brown its down doesn't change then hunting will always be better to the East, West, and North of Louisiana.
