I am seriously starting to believe that every one in south LA should just build their home on a barge with a casing in the four corners that would allow it to rise and stay in place during a flood event You wouldn't need flood insurance or have to be living 15' in the air.

that is correct...it would be backwater...

Unless the levee's on the spillway side fail...which is highly unlikely.
