The best is Fisch and it's not close. I have a set of brad point Fisch bits in my woodsop and they're great. I also have a few Amana countersink bits and they're good.
For cobalt metal bits, I have Bosch. I don't drill metal nearly as often.

I spend a bunch of time with professional engine mechanics, turbine mechanics, generator mechanics, etc. and many of them use at least some Harbor Freight tools. I don't think any of them would call them good so much as good enough, and if you lose a harbor freight ratchet to the bilge it's no big deal.
They generally have snap on/proto/etc for their big stuff like 3/4" ratchets and breaker bars, and harbor freight for the small stuff. I don't think I'd want to put a harbor freight 1" socket on a hi torque and try to tension a cylinder head with it, but their smaller hand tools are good enough for those guys so I buy them for around the house.
