First, he is officially impeached until managers are named and they deliver the articles to the Senate. Secondly, where is it written in the constitution that an impeachment restricts any presidential powers?

Let's not get too upset about this. RBG is still alive and on the bench and commenting about stuff. She may be there for a while longer. This is like Jjdoc worrying about redistricting even before the 2020 census.
