My first guess would be that there are many, many more like him in that area- can't arrest them all.
My second guess would be that the arrest would have to be involving the local leos and they weren't going to cooperate.

Two things are true:
1. He should have been arrested and charged over the taillight incident, which should have been easy since they had him down on he ground, and he would likely be alive today.
2. None of this changes the facts of the shooting and whether or not it was a "good shoot."

Let’s just look at how insane the Dim/ Bolshevist narrative is, they 100% believe this is the modern equivalent to Nazi Germany.
Can you imagine being in Berlin in 1937 and a protestor ( #1 there wouldn’t be any protestors, you would have already been in a camp if associated at all with a leftist agitprop group)
You go up and spit on a police/gestapo/SS detachment and kick the tail lights out of their Kubelwagon or Mercedes or whatever. If they don’t beat you to death or kill you right then you would be sent straight to a camp. Yet here this commie foot soldier walks away. They could have saved his life by jailing him that day.
