Administrations are designed to protect the principal. A president falls only when there's no one else to plausibly throw under the bus.

Not a wiff of healthcare experience in there.

Given all "as determined by the secretary" in the ACA... jeebus. I thought all you pro-government healthcare folks didn't like budget managers and bean-counters running your healthcare decisions for insurance companies... Guess who's going to be running insurance for the government...
