Blame post-WW2 brain-children of "Urban Renewal" like Robert Moses and David Rosen.
The stated mission: To revitalize its downtown shopping districts and urban areas by razing and destroying classic architectural beauties and entire established neighborhoods, reducing them to rubble. Whitey of course fled to the burbs.
This set up most large and medium American cities to become chaotic poverty centers and 3rd World beach-heads, run by war-lord mentality mayors. (Big Dem Nightmare-Cities is a design feature, not a bug.)

There was a 14 year old killed but that won't deter them from going to the area... The only way that will stop this crime is if people stop going and speak out... This normalization of deadly crime will make it worse... And the mayor and governor just keeps pushing this "everything is fine" rhetoric.. When Trump tries to do something about it they call him a dictator...

I don't want to point out the obvious, but....
Look at the makeup of the crowds there- the demographics. The "cultural" diversity. See Jackson, Ms, Stone Mtn., GA, Mobile, AL, NOLA, St. Louis, Detroit, Memphis, Baltimore, the incidents in question in Chicago, etc..
Now, notice a very obvious and recurrent pattern here. The Warrior Courts of the board dismiss this as instances of 40 different forms of "-isms", but there's an irrefutable and undeniable cause of these instances that is backed up by hard data and actual social science.

The decrease stalled around 2014 then spiked up after Covid, and is falling again. Typically they're right now is below where it was prior to covid
So from 2021 to the middle of 2023 or so there was a legitimately large Spike. But that is already been corrected and then some in some cases
