Im not sure but I would think if the local hospitals are close to capacity of ventilators.
I understand some hospitals had set aside a certain number for covid patients (and the rest for other patients), then when some of these places got to capacity for the covid vents the media went ape shite saying "REEEE we are running out of vents OMB". However their were still vents available for the non-covid patients.
It was kind of shady but thats what I expect from the media.
I would also think that those hospitals with high numbers of patients on vents should stop doing non-emergency surgeries (that might need the patient to be put on a vent) until there was enough capacity.

I've always admired the fact that Bill and Melinda Gates sent computers to St. Bernard Parish Schools (in Louisiana) a few months after Hurricane Katrina ...
however, the parish didn't have electricity yet, nor the schools were open, and most people weren't back yet
