Deregulation. Over regulating can be a barrier to entry
In the simplest analogy picture the kids getting reported for selling lemonade without a permit.
The more hoops you make someone jump through to do something the less people will do it, especially those with less means

The "poll" they are referring to was "conducted" in-house by Guidant Financial, a small-ish time ROBS (RollOver Business) consultant.
They advise folks who want to cash out their 401(k) and use it to fund a new business. Of course, it is in their best interest to create the impression that lots of Black folks are starting their own businesses.
According to a 2012 U.S. Census report, black-owned businesses in the United States increased 34.5% between 2007 and 2012 totaling 2.6 million Black firms in 2012.
So now a private no-name survey says that black-owned businesses which increased by only 35.5% in a five year period, now magically increased 400% in just one year under Trump.
You guys are like guppies. Swallow everything whole.

Agreed. "Trump will kill all gays, enslave blacks and send women back to the kitchen; Trump will start WW3; Russia, Russia, Russia; the markets will crash if Trump is elected; Trump's tax cuts will kill millions; etc" immediately come to mind.
